Childrens Behavior

"Children of all ages have to behave and use their indoor voices when they come to a Taste of Heaven". Why would this sign in the window of a business in Chicago generate any negative comments ? Anyone who has had their dinner ruined by a 4 year old master of the house ruling over their weak and uneffective parents knows the answer.
